What do you mean by the “TYSSE project”?
"TYSSE" is the Toronto-York Spadina Subway Extension project. Toronto and York Region have jointly established a TYSSE Executive Task Force to oversee the implementation of the subway extension.
How is the Move Ontario Trust separate from provincial jurisdiction?
The Move Ontario Trust is not controlled by the Ontario provincial government. Three trustees, from Ontario, Toronto, and York Region, hold the trust assets in trust for the benefit of the Beneficiaries in accordance with the terms and conditions of the Declaration of Trust. The Trustees from Ontario, Toronto, and York Region have exclusive authority over the management of the trust assets and the affairs and undertaking of the Trust.
How does the Move Ontario Trust differ from the MoveOntario 2020 initiative?
The MoveOntario 2020 initiative was announced in June 2007 by the Ontario government and began as a 12 year building plan to deliver 52 rapid transit projects in the GTA and Hamilton. Metrolinx currently holds responsibility for evaluating, prioritizing and recommending an implementation action plan and alterations to the MoveOntario 2020 project list. This work forms the core of the Metrolinx Regional Transportation Plan.
The Move Ontario Trust was announced in March 2006 to provide funding to the City of Toronto and York Region to fund a subway extension.
Who is accountable for the Move Ontario Trust?
The Trustees hold their position as individuals who have come together to act as trustees as defined by the Ontario Trustee Act. The Trustees are vested with full, absolute and exclusive power, control, authority and discretion over, and management of the trust assets and its affairs.
How many Trustees are there?
There are three: one each from Ontario, Toronto and York Region.
How do the Trustees make decisions?
A simple majority of the Trustees is required for most decisions. Any amendment to the Declaration of Trust requires a unanimous decision of the Trustees.
How much is in the Move Ontario Trust?
The Trust was endowed with funds totalling $945 million. The Trust has been making payments toward the construction cost of the TYSSE. The annual financial statements show the financial position of the Trust.
How long will the Move Ontario Trust last?
The Trust has a life span of 10 years, or earlier if the funds have been fully utilized by that time.
Will the Move Ontario Trust exist for future transit projects?
No. It is limited to funding the TYSSE.
Can the Move Ontario Trust be used to fund other transit projects?
No. It is limited to funding the TYSSE.
How was the Toronto-York Spadina Subway Extension project selected as the project to be funded by the Trust?
The Trustees selected the project in September 2006. Toronto and York Region had indicated their support for a proposed Spadina subway extension.
How were the Trustees selected/appointed?
Initial Trustees were individuals who accepted the position of Trustee by signing the Trust Declaration. Subsequently, and as required before the project could be selected or trust assets allocated, Municipal Trustees were nominated by the City of Toronto and York Region and confirmed by a resolution of the other Trustees.
Can the Trustees suspend funds to the Toronto-York Spadina Subway Extension project?
The Trustees must fund the project and must responsibly care for the assets of the Trust until they are needed for the project.
Does the TYSSE project need to meet any conditions before receiving funding from the Trust?
Now that the subway extension is under construction the only condition is that the TYSSE project must make at least one bona fide request for construction funding every twelve months.
